I'm not sure why this was an issue, but it is entertaining to me.

If you're wondering, it was an issue because of tax reasons. Depending on what they were classified as, the tax on them could change quite dramatically.
There was a similar debate some time ago over Jaffa Cakes, and whether they were technically a cake or a biscuit.
